The rule
In public places where many people, animals or vehicles are to be expected – such as streets, squares, publicly accessible parks, restaurants and shops – as well as in stairwells and entrances of apartment buildings, dogs must wear a muzzle or be led on a leash (§ 8 Abs. 1 K-LSiG). Outside enclosed land, a leash or muzzle must always be carried and used immediately when needed (§ 8 Abs. 1). To protect game, dogs in hunting grounds outside closed, built-up areas must be led on a leash day and night or otherwise kept securely, except in marked dog zones and on dog exercise areas (§ 1 Abs. 1 K-HHWS-VO).
