sourcedchecked on 28 October 2026
Summary
All dog owners (general competence); extended competence for listed dogs and conspicuous dogs
The rule
Anyone who keeps a dog needs general competence: one hour of information from a veterinarian and two hours from a qualified person; the confirmation is called «NÖ Hundepass» (§ 4 Abs. 1 Z 5 lit. a and Abs. 4). The proof is part of the report to the municipality or must be submitted within six months, and it also covers further dogs (§ 4 Abs. 2 and 3). For dogs with increased danger potential and conspicuous dogs, extended competence is added: ten hours with the dog with a specially trained person, with theory as well as walking on a leash, sitting and heelwork off-leash (§ 4 Abs. 6).
Open points
Transitional rules for dogs already kept before 1 June 2023 (§ 13 Abs. 5 to 10) not evaluated in detail.
