Eine generelle Leinenpflicht gibt es nicht. An der kurzen Leine müssen Hunde aber immer sein: nachts von 22.00 bis 06.00 Uhr, in Restaurants (auch Garten- und Boulevardwirtschaften), in öffentlichen Verkehrsmitteln, auf stark befahrenen Strassen und Plätzen, auf Märkten sowie bei läufigen Hündinnen – und überall dort, wo ein Leinenpflicht-Schild steht. Zusätzlich gilt vom 1. April bis 31. Juli (Brut- und Setzzeit) im Wald und in Waldesnähe eine Leinenpflicht; sie stützt sich auf das Wildtier- und Jagdgesetz und gilt in Basel-Stadt seit 2024. Einzelne Gebiete hat der Regierungsrat davon ausgenommen – achte darum auf die Signalisation vor Ort. Ganz verboten sind Hunde auf Kinderspielplätzen, auf Friedhöfen, an öffentlichen Badestellen und in Lebensmittelgeschäften. Bei Verstössen büsst die Kantonspolizei mit CHF 50.
