The rule
The Carinthian State Security Act has no breed list. For dogs that bite, a muzzle and leash are compulsory in public places (§ 8 Abs. 2). If a dog is not kept safely, the municipality issues orders by official decision, e.g. leash or muzzle, bans on taking the dog along, higher fences, or that only persons with proven competence may lead the dog (§ 6 Abs. 5, § 8 Abs. 6).
