Summary
All owners (keeping begun from 01.07.2026); if begun earlier, only dangerous dogs and breeds under § 7 Abs. 3
The rule
Anyone who keeps a dog must have competence and for this pass a theory and a practical competence test: the theory test before keeping begins, the practical test in the first year of keeping (§ 3 Abs. 1 BremHundeG, in force since 1 July 2026 under § 21 Abs. 1). Anyone who kept a dog continuously for at least two years in the five years before keeping begins, or who has already passed the theory test, only takes the practical test. Anyone who started keeping a dog before 1 July 2026 only needs the proof for dangerous dogs and dogs of the breeds under § 7 Abs. 3, and only by 30 June 2028 (§ 20 Abs. 1). Among those deemed competent are veterinarians, animal keepers specialising in animal shelters and boarding kennels, and owners of assistance dogs (§ 3 Abs. 5).
Open points
Test procedure and recognised testing bodies (administrative regulation under § 3 Abs. 3) not read. No consolidated version read; amendments after the Act of 24.03.2026 not checked.
