Summary

The rule
Anyone who acquired a dog for the first time after 1 July 2011 and is not otherwise deemed competent must prove their competence (compulsory since 1 July 2013): the theory test before keeping a dog begins, the practical test in the first year. Equivalent tests recognised by the ministry also count (§ 3 Abs. 6 Nr. 4 NHundG); online tests without an examiner present are not recognised.
