The rule

Owners of dangerous dogs need proof of competence: competence is a condition of the permit for dogs established as dangerous in an individual case (§ 3 Abs. 3, § 6 Abs. 1 Nr. 1). Proof is given by passing a theoretical and practical examination (§ 9 Abs. 1).
