Summary

Owners of dangerous dogs (requirement for the permit)

The rule

Anyone who wants to keep a dangerous dog needs a permit; one requirement is competence (§ 4 Abs. 1 Satz 2 Nr. 1 ThürTierGefG), proven by a passed competence test (§ 5). For dangerous dogs, the proof only applies to the dog with which the test was taken.

Open points

No consolidated version read (the state law portal cannot be retrieved as text); read: the 2011 Act and the 2018 amending Act in the Law and Ordinance Gazette. Later amendments not checked. New version of § 5 (2018) only read in extracts; a competence requirement for all dogs was not found in the regulations read, but not checked conclusively.
